The Hiawassee NWR, National Wildlife Refuge is one of the wintering grounds of the Sandhill Cranes. NOW! While the Annual Festival is in late Jan or early Feb., anytime during that period is a good time to go. Early morning you may have fog/haze hanging over the river so you need to use some discretion and planning. Check the weather for the Birchwood area. Morning and late afternoon are best as the birds activity level is up because they are feeding. Take a good camera, not just your phone and a pair of binoculars if you have them. Follow the signs back to the viewing area. You will not be disappointed. Enjoy

Sorry for answering almost a year later but the information is current. Usually around mid-to-late January to early February is the Sandhill Crane Festival in Birchwood TN. So to answer your question directly, yes, mid Feb is good. From my other posting, anytime during that period is a good time to go.
