The City of Pittsburgh has opened several locations to the public because of power outages. Hundreds of thousands of people were left without power after severe storms blew through Western Pennsylvania on Tuesday. The city said these locations can be used as a place for people to charge their electronic devices.

Red Eléctrica, Spain’s electricity grid operator, ruled out a cyberattack, human error or unusual weather. Experts say it could take weeks to determine the cause.
