Scores on national reading and math tests for 12th-graders look bad—and they’re even worse than they appear.

WASHINGTON - Handing out dismal grades, the Nation's Report Card says America's high-school seniors lack critical math and reading skills for an increasingly competitive global economy.

New test scores from the National Assessment of Educational Progress on 12th-grade reading and math show little progress, despite improvements in the kinds and levels of courses students are taking.

According to a comprehensive study of 66 of the nation's big-city school districts by the Council of the Great City Schools, students spend between 20-25 hours taking standardized tests each year.

The 12th grade math test is given to a random sample of public and private school students around the country. It was most recently given to about 9,000 students in 2005.
