A driver plowed a car into a crowd at a street festival celebrating Filipino heritage in Vancouver on Saturday night, killing at least 11 people and injuring dozens more in what police are calling “the darkest day” in the city’s history.

Kai-Ji Adam Lo, 30, was charged with eight counts of second-degree murder in a video appearance before a judge Sunday, hours after he was arrested at the scene.

Authorities in Vancouver on Tuesday revealed additional details about the victims of Saturday's vehicle-ramming incident, stating the youngest murder victim was a 5-year-old girl.
